About NDF 2009

Nepal Development Forum (NDF), previously known as "Nepal Aid Group Meetings", started from 1976. Altogether 15 meetings have been held to date, including Nepal Donor Consultation Meeting (NDCM) held in 2008 in the form of mini-NDF. Twelve meetings from 1976 to 2000 were held abroad and the subsequent meetings have been conducted in Nepal. The 13th NDF was the first to have been convened in and co-chaired by Nepal, while the 14th was the first to have been led solely by Nepal. The 16th NDF is scheduled for May 12-14, 2009 to be held in Nepal. Table-1 shows the chronology of these meetings.

The meetings of Nepal Development Forum aim to enhance mutual understanding among development partners, government and civil society through increased dialogues, interactions and effective communication. In the changed national as well as international context, such dialogues on a regular basis have become even more necessary so as to increase effectiveness of foreign aid for realizing development impact. For this, our national need, priority, indigenous institutions, and country system and framework are at the core of the aid management. We are the one to craft, own and lead our own development agenda for building New Nepal. Our ultimate destination is to achieve self-sustainability and self-reliance consistent with the inevitable reality of the global mutual interdependence. We are to seek a practical fusion of self-reliance and global interdependence. For this, foreign aid needs to focus on the high-return, result-oriented and sustaining infrastructure projects/programmes. At the same time, alongside aid, we need to create a conducive environment for scaling up trade and investment. The forthcoming meeting of NDF will provide a platform to mutually explore the potentials for realizing the stated objectives as follows:

  1. Building understanding between Government of Nepal and its Development Partners on the adequate availability and effective mobilization of aid resources;
  2. Charting Nepal's development roadmap along the path of sustained peace and resulting socio-economic transformation with the support from the Development Partners;
  3. Committing to create reforms agenda through reviewing the progress made and challenges encountered during the implementation of high priority projects;
  4. Developing a new Foreign Aid Policy of Nepal and the National Action Plan for Aid Effectiveness in consultation with the Development Partners; and
  5. Building roadmap for trade, investment and private sector development through creating conducive environment and increasing competitiveness.

Three Stakeholder Consultation Meetings will be held at regional level. Biratnagar on 5 April, 2009, Pokhara on 13 April, 2009 and Kathmandu from 15-17 April, 2009, leading to the main event from 12-14 May 2009 in Kathmandu. Followings are the tentative programs as of 15 March 2009.
