External Dependency

Cooperation from donor community

Some of the external strategic goals can only be achieved through cooperation of donor community. Therefore, commanding their confidence and faith in the strategic policies is a must.

Cooperation from NPC and line ministries

NPC and line ministries have important role to play in realising the strategic goals. These agencies have to be well informed and committed to achieve these goals.

Political commitment

The strategic goals, objectives and activities have been set with a long term prospective. A sound political judgement is always a precondition in underpinning the trade-offs between short-term and long-term benefits to the country. Therefore, a strong commitment at political level is desirable.


Internal forces

Work attitude

The realisation of the goals depends as well on the work attitude of the staff member within the Division. Getting committed staff for the Division and retaining them is an important area.

Motivation

High level of workload, absence of an appropriate incentive system in comparison to other Divisions/Departments within the Ministry may result in demotivation.

Leadership

The leadership of division and ministry can make a change in work attitude and motivate staff in performing their job by acknowledging the staff's contribution, enhancing team spirit, and handling their grievances with a positive outlook.
