A high level Steering Committee, initally formed under the Chairmanship of the Chief Secretary - Office of the Prime Minster and Council of Ministers (OPMCM), has now been transfered under the chairmanship of the Member, National Planning Commission(NPC). Members of the Steering Committee include Secretaries of the four implementing ministries (listed below) and other relevant ministries, Secretary of the National Planning Commission (NPC), Joint Secretary of OPMCM, experts Mr. Prithvi Raj Ligal, Dr. Ava Darshan Shrestha and Dr. Bina Pradhan, and private sector representatives - Presidents of the Federation of Nepalese Chamber of Commerce and Industries (FNCCI), Confederation of Nepalese Industries (CNI), and Nepal Chamber of Commerce (NCC). The Steering Committee is responsible for developing a strategic vision for establishing the EPN, for the overall supervision and monitoring of TA activities, and for persuading the implementation of policy reforms identified.

Advisory Committees/ Implementing Agencies

Four Advisory Committees have been formed for each of the four thematic areas identified in the TA design under the Chairmanship of the Secretaries of the four implementing agencies. Membership in the Advisory Committees include representatives of the government, private sector, academia, and independent experts. The Advisory Committees are responsible for identifying specific policy research topics, commissioning policy papers, monitoring the quality of the policy papers, organizing technical workshops and policy reform consultations, and persuading the implementation of the policy reforms identified.

Focal Unit

A Focal Unit has been set up within the Economic Affairs and Policy Analysis Division (EAPAD) of the Ministry of Finance (MOF). It is headed by the Joint Secretary of EAPAD and staffed by an Under Secretary, the TA Team Leader, and several other TA support staff. The specific responsibilities of the Focal Unit are to (i) prepare consolidated quarterly progress reports on the activities of the implementing agencies, (ii) prepare a final report on the activities of the implementing agencies at the conclusion of the TA (iii) serve as secretariat of the Steering Committee and the Advisory Committee on macroeconomic management and (iv) provide technical support to the Advisory Committees. In these respects, the Focal Unit will coordinate overall TA activities, submit consolidated progress reports to the Steering Committee and ADB, and disburse funds in accordance with ADB regulations.
